Most downtown basements share a construction logic that predates any modern understanding of moisture: mass masonry in direct contact with the soil, relying on the wall being thick enough that water entering one face evaporates before it reaches the other. Manageable rather than eliminable, and it is worth being straight about the difference. On a nineteenth-century downtown basement sitting close to the river, the water table genuinely does rise above the floor slab in some springs, and no interior treatment changes the level of the groundwater. What does change the outcome: a properly sized sump system with a second pump and a battery backup, a sealed vapor-open finish rather than a waterproof coating, keeping porous storage off the floor, and dehumidification through the wet months. Owners who accept that and equip for it stop having an annual crisis.
That is efflorescence — mineral salt left behind as water evaporates out of the masonry — and it is not mold and not harmful in itself. It is useful evidence though.
