The Order Every Project Follows
Whatever the building and whatever the service, competent work runs in this sequence. A job that skips a step is not cheaper; it is unfinished.
- Find the waterThermal imaging, moisture metering and, in a cold climate, an understanding of which direction the vapor is moving in that season. Remediation without this buys you one seasonal cycle.
- Define the true extentThe wet area is routinely several times the stained area. This is what an inspection is for and why phone quotes are meaningless.
- Contain the areaSealed barriers and negative pressure with HEPA filtration, so the work does not distribute spores through the rest of the building.
- Remove what cannot be savedPorous material that has been wet long enough to colonize comes out. Drying it kills nothing and leaves the material in the wall.
- Clean what remainsHEPA vacuuming and detergent cleaning of structural surfaces, then treatment where it is warranted.
- Dry to a documented targetTo a moisture content reading, not to the look of it. In a Wisconsin winter this is slower than people expect.
- Verify independentlyClearance testing by somebody who did not perform the work. It is the only external check that exists in a state with no mold licensing.
- Then rebuildAnd rebuild with an assembly that will not repeat the failure, which for a basement here means rigid foam against the masonry rather than a stud wall tight to it.

What a Written Scope of Work Should Contain
This is the document that makes two quotes comparable, and the single most useful thing a property owner can insist on. If a contractor will not put these in writing before starting, that is information.
- The moisture source, and who is correcting itNamed explicitly. A scope that says nothing about why the material was wet has not priced the actual problem.
- The boundary of the work areaWhere the cut lines go, and how that boundary was determined — which should be from moisture readings rather than from where the staining stops.
- Containment class and equipmentBarriers, negative air with HEPA filtration, and how the HVAC system will be isolated.
- What is removed and what is cleanedItemised by material. Drywall, insulation, carpet pad, ceiling tile out; framing and masonry cleaned.
- The drying target and how it is verifiedA moisture content figure referenced to an unaffected area, with daily logs — not “until dry”.
- Who performs clearance, and who pays for a retestIndependent, and agreed before work starts rather than after a failure.
- What is excludedUsually reconstruction, and frequently the moisture correction. Both are real costs and both should be visible.
The Standards This Work Is Measured Against
Three documents do most of the work, and it is worth knowing what each one is for.
- IICRC S520 is the standard of care for mold remediation. It is built around physical removal of contaminated porous material rather than treatment, on the basis that dead spores and fungal fragments remain allergenic. When a contractor says they work to S520, this is what they are referring to.
- ANSI/IICRC S500 covers water damage restoration — the categories of water, the drying process and documentation. It governs the first 48 hours, before mold is the question.
- EPA guidance provides the square-footage thresholds for homeowner cleanup versus professional remediation, and a separate guide for schools and commercial buildings that institutional clients generally expect to see referenced.
What none of them provide is a numerical limit for acceptable indoor mold. Neither the EPA nor the State of Wisconsin publishes one, which is why a report claiming a result is “within acceptable limits” is comparing against a standard that does not exist.
What We Do Not Sell You
Three things get sold routinely in this trade that are frequently unnecessary, and it is worth naming them.
- Testing where the answer is already visible. If you can see growth and you know what wet it, a lab number changes nothing about what has to happen next.
- Whole-house fogging as a first move. If wet porous material is still in the building, fogging it treats the symptom and leaves the cause.
- Remediation of seasonal condensation. Damp that appears in July and clears in October is a dehumidification and air-sealing problem. That is a few hundred dollars of equipment, not a few thousand of labor.
Frequently Asked Questions
Almost always an inspection first, because the other choices depend on what it finds. The exceptions run in both directions. If water is arriving right now, the answer is emergency response and the inspection happens afterwards. If the damp is clearly seasonal — appears in July, gone by October — the answer is usually a dehumidifier and some air sealing, with no inspection needed at all. If you are in a dispute with a landlord, a seller or an insurer, you need testing for the document, whatever else you do.
Inspection and remediation, yes, and that is normal. Clearance testing at the end, no — that should be independent, because a contractor verifying their own work has an obvious interest in the result. Since Wisconsin licenses nobody in this trade, that independence is close to the only external check available to you. Agree who performs clearance, and who pays for a retest if it fails, before the work starts rather than after.
That depends on the contractor and the season — spring thaw and the week after a heavy rain are the busy periods here. What is immediate is the phone conversation, which is answered around the clock and which frequently resolves the question without anyone needing to visit. If water is actively arriving, say so at the start of the call: that changes the priority.
Sometimes the water, rarely the mold. A Wisconsin homeowners policy typically covers sudden and accidental water such as a burst supply line, and typically excludes long-term seepage, groundwater and surface flooding. Many policies carry a capped mold endorsement, often $5,000 to $10,000. Photograph everything before you move it and report promptly — delay is the most common reason a payable claim gets reduced.
