The Four Layers of Janesville Housing

Nineteenth century, on the higher ground

Courthouse Hill is the clearest example: a thirty-block historic district of Italianate, Second Empire, Queen Anne and Georgian Revival houses, built from the mid-1800s into the early 1900s. Downtown and parts of the near east side carry the same period. The defining feature below ground is a laid-up limestone cellar on rubble footings with no damp-proof course, permanently in capillary contact with the soil. Above ground, balloon framing connects that cellar to the attic through uninterrupted stud cavities.

These buildings lasted a century and a half by being vapor-open: water entered the masonry and evaporated from the inside face. Nearly all the serious damage we see in them was caused by later, well-intentioned work — a cement repoint, a waterproof coating on the interior face, or an insulated stud wall framed against the stone.

Turn of the century, near the industrial corridor

Franklin, the near east side, Blackbridge and the older parts of Beloit are worker housing: small one-and-a-half-story frame houses on tight lots, built economically, with shallow footings and early block or stone foundations. Basements are usually unfinished, which is genuinely good news — the problem is visible and remediation costs a fraction of what it does behind a finished wall. The recurring issues are grading that runs toward the house, rim joists packed with bare fiberglass, and decades of deferred maintenance in rented stock.

1910s to 1930s, the foursquares and bungalows

Riverside, Traxler Park and much of Fort Atkinson. Solid houses, generously built, with basements that were never intended to be living space and very often were converted into it in the 1970s or later. That conversion is the problem: studs against cold masonry, batts between them, paper-faced board over that. It is the most common concealed mold location in the city.

Postwar and later, on the edges

Merrick Park, Glen Oaks, Fischer Heights, much of Milton. Block foundations, low-pitch roofs, attached garages, and attic ventilation that was frequently unbalanced by a later re-roof or an insulation top-up that buried the soffits. Newer subdivisions have the opposite problem: envelopes tight enough that household moisture has nowhere to go without working mechanical ventilation.

Height Above the River Decides the Water

The Rock River runs north to south through the middle of the city, and groundwater on the low ground follows it within days. Blackbridge, Riverside, Traxler Park, the downtown blocks and Afton downstream all have a direct relationship with the river level. Courthouse Hill, Glen Oaks and Fischer Heights sit high enough that their water problems are almost always local — gutters, grading, a failed sump — rather than regional.

In June 2008 the Rock ran at a level not seen in living memory across southern Wisconsin, and basements took water across the county. But the ordinary version happens every spring, and it is the reason a basement that is bone dry in August can have two inches in it in March without a drop of rain falling on the property.

The fastest diagnostic you can do yourself

Write down when the damp appears. July and August means condensation on cold masonry, and the fix is air sealing and a dehumidifier. March and April means groundwater, and the fix is outside the building. A stain on an upstairs ceiling that appears in summer is usually last February's ice dam. The season narrows it further than any amount of looking at the stain itself.

Era predicts the intervention more reliably than anything else, which is why a rough number can be attached to it before anyone has seen the building.

Three Things to Check Whatever the Neighborhood

  1. Where the downspouts dischargeThe cheapest correction in the whole field. Water landing within three feet of a foundation is the most common single cause of a wet basement in this city, and extensions cost very little.
  2. Which way the ground slopes for the first six feetSettlement over decades turns an original slope away from the house into a slope toward it. Look after heavy rain, when the puddles show you.
  3. Whether the bath fan actually goes outsideIn every era represented here, ducts terminating in the attic are common. Fifteen minutes with a flashlight settles it.

If You Are Buying in a Particular Neighborhood

The era of the house tells you which questions to spend your inspection budget on. In the pre-1900 districts, ask what has been done to the cellar since 1960 — the damage is nearly always in the later work rather than the original construction. In the foursquare belt, ask when the basement was finished and by whom. On the postwar edges, ask when the roof was last done and whether the soffit ventilation survived it. In a recent subdivision, ask whether there is a working HRV and whether anyone has ever serviced it.
